Introduction

The Association, founded in 1934, is a member of the International Chamber of Commerce, and is designated by the Hong Kong Government as competent to issue all kinds of certificates of origin under Article 11 of the International Convention for Simplification of Customs Formalities. The Association also issues Generalised Preference Certificates (Form A) for export to Canada, Norway and Russian Federation. Its certificates are protected by the Protection of Non-Government Certificates of Origin Ordinance and recognized by custom houses throughout the world.

Application Procedures

Certificates of Hong Kong Origin / Certificates of Origin - Processing / Certificates of Hong Kong Origin - CEPA

  • Complete the application form and submit to the Association.

  • The manufacturer must be currently registered with the Trade Department, Hong Kong Government.

  • Applications should be submitted at least two clear working days in advance of the advertised departure date of the vessel concerned.


Certificates of Origin - Re-export

  • Applications must be submitted together with a set of photocopy of the following documents:

(a) a Certificate of Origin from the originating country of the goods in question; or

(b) other documents, such as commercial invoice issued by the supplier in the originating country plus transport documents (bills of lading, airway bills etc) or export documents (export permit, export customs clearance permit, etc) issued by the government authorities in the originating country, etc.; and

(c) the supplier's invoice (if appropriate)

  • The photocopies will be kept by the Association for record.

  • Applications should be submitted at least two clear working days in advance of the advertised departure date of the vessel concerned.


Certificates of Origin - Without Transit / With Transhipment

  • Applications must be submitted together with a set of photocopy of the following documents :

(a) the bill of lading by the exporter of the country of origin and

(b) the invoice by the exporter of the country of origin.

  • The photocopies will be kept by the Association for record.


Generalised Preference Certificates (Form A)

  • Complete and submit both application form and certificate to the Association.

  • The manufacturer must be currently registered with the Trade Department, Hong Kong Government.

  • Applications should be submitted at least two clear working days in advance of the advertised departure date of the vessel concerned.

  • Certificates submitted to the Association must be signed by an authorized official of the exporter concerned.

Consignment Inspection

  • Manufacturer should note that consignment check may be conducted by authorized officers of the Association to verify the information declared on the application.


Preparation of Certificates

  • Certificates of Form A have to be typed by the applicant while all other certificates may be typed by the staff of the Association.

                             How to become CMA member?


Late Applications

  • Late applications must be submitted together with the following supporting documents:

(a) a covering letter explaining the reasons for the late application,

(b) a copy of the commercial invoice and the bill of lading / airway bill / postal receipt in respect of the consignment covered by the application,

(c) export licence (if appropriate), and

(d) packing list (if appropriate).


Amendments on Certificates of Origin

  • Issued Certificate of Origin should be returned together with the application. There is no limitation on the number of amendments. However, amendment on the following items is not permitted:

(a) increase in quantity of goods,

(b) material change in the description of goods, i.e. change in HS Code, or

(c) any other changes involving submission of fresh applications.

(If amendment is not permitted, a replacement CO can be issued instead.)


Certified True Copy (CTC)

  • Complete the CTC application form and submit to the Association.

  • The duplicate or photocopy of the original certificate should be submitted together with the application.

  • There should not be any changes of particulars in the certificates.

Endorsement of Documents

  • Endorsement of invoices, exporter declaration and certificate of non-manipulation should be applied together with CO applications.

  • Endorsement of other commercial documents should be accompanied by an authorized letter of the company concerned.

  • A set of duplicate of the above documents should be submitted. These will be kept by the Association for record.
