施榮懷會長憶述他擔任會長期間，業界正面臨不少挑戰，特別是內地工資不斷上漲、五險一金、保障工人的集體協商條例等勞動法，均帶給在內地經營的港商很大壓力。因此，廠商會便聯同其他友好商會，積極向內地政府發聲，維護港商的合法權益。他又指，廠商會在同仁的努力下，地位和影響力愈來愈備受認同，例如他任內曾率團訪京，獲時任國家副主席李源潮接見，反映中央高度肯定廠商會對香港的貢獻。
