Certification and EDI


As a member of the International Chamber of Commerce, CMA has been authorised by the Hong Kong Government to issue all kinds of Certificates of Origin since 1967. It has also been authorised to issue the Certificate of Origin - CEPA. All the certificates issued by the CMA are internationally accepted and legally protected by the Protection of Non-Government Certificates of Origin Ordinance.
 
The CMA's certification services are not only provided at branches located in Central, Mong Kok, and Kwun Tong, but also through its Electronic Data Interchange (EDI) Trade Declaration Service, which offers traders and manufacturers an opportunity to embrace the benefits of electronic commerce.

Introduction

The Association, founded in 1934, is a member of the International Chamber of Commerce, and is designated by the HKSAR Government as competent to issue all kinds of certificates of origin under Article 11 of the International Convention for Simplification of Customs Formalities. The Association also issues Generalised Preference Certificates (Form A) for export to Russian Federation, Certification of Commercial Document and Endorsement of Document. Its certificates are protected by the Protection of Non-Government Certificates of Origin Ordinance and recognized by custom houses throughout the world

Application Procedures

Certificate of Origin - Re-export (Movement Confirmation) (MC) in Hong Kong under the ASEAN - Hong Kong, China Free Trade Agreement (AHKFTA)

  • Applications must be submitted together with a set of photocopy of the following documents :
    a valid original CO(Form AHK) or its certified true copy issued by the originating AMS Party;
    the packing list, the commercial invoice and transport documents (e.g. bill of lading, air waybill or road manifest) of the imported consignment;
    the packing list, the commercial invoice and transport documents (e.g. bill of lading or air waybill) of the consignment to be re-exported, if any; and
    the Business Registration Certificate of the intermediate exporter in Hong Kong
  • The photocopies will be kept by the Association for record.

Certificates of Origin - Re-export

  • Applications must be submitted together with a set of photocopy of the following documents:
    a Certificate of Origin from the originating country of the goods in question; or
    other documents, such as commercial invoice issued by the supplier in the originating country plus transport documents (bills of lading, airway bills etc) or export documents (export permit, export customs clearance permit, etc) issued by the government authorities in the originating country, etc.; and
    the supplier's invoice (if appropriate)
  • The photocopies will be kept by the Association for record.
  • Applications should be submitted at least two clear working days in advance of the advertised departure date of the vessel concerned.

Late Applications

Late applications must be submitted together with the following supporting documents:

  1. a covering letter explaining the reasons for the late application,
  2. a copy of the commercial invoice and the bill of lading / airway bill / postal receipt in respect of the consignment covered by the application,
  3. export licence (if appropriate), and
  4. packing list (if appropriate).

Certificates of Origin - Without Transit / With Transhipment

  • Applications must be submitted together with a set of photocopy of the following documents :
    the bill of lading by the exporter of the country of origin and
    the invoice by the exporter of the country of origin.
  • The photocopies will be kept by the Association for record.

Consignment Inspection

  • Manufacturer should note that consignment check may be conducted by authorized officers of the Association to verify the information declared on the application.

Preparation of Certificates

  • Certificates of Form A have to be typed by the applicant while all other certificates may be typed by the staff of the Association.

How to become CMA member?

Amendments on Certificates of Origin

Issued Certificate of Origin should be returned together with the application. There is no limitation on the number of amendments. However, amendment on the following items is not permitted:

  1. increase in quantity of goods,
  2. material change in the description of goods, i.e. change in HS Code, or
  3. any other changes involving submission of fresh applications.
    (If amendment is not permitted, a replacement CO can be issued instead.)

Certified True Copy (CTC)

CTC can be applied on:

  • Certificate of Hong Kong Origin / Certificate of Processing / Print-out of the electronic CO(CEPA)
  • Certificates of Origin - Re-export / Certificates of Origin - Without Transit / With Transhipment
  • Certification of Commercial Document
  1. Complete the CTC application form and submit to the Association.
  2. The duplicate or photocopy of the original certificate should be submitted together with the application.
  3. There should not be any changes of particulars in the certificates.

Clients are required to follow the application notes below for Certification of Document Type A* or Type B*:

  • Submit a Declaration and Application for Certification of Invoice (C)
  • Submit a photocopy of business registration (BR) certificate
  • Invoice to be certified should be in triplicate (1 original and 2 copies).(One copy will be kept by the Association)
  • Submit one of the following supporting documents: Pro-forma Invoice, Purchase Order, Supplier Invoice, Quotation, Contract, L/C or any documents as the Association deems fit.
  • Processing time : 4 hours
  • Application fees (Cash, Alipay or Company Cheque)

* Type A : Certificates of Origin (Overseas), Import/Export Declaration, Conformity, Non-manipulation, Annex to Mexico,
                 Packing List, Air Way Bill, Bill of Lading and Certificate of Vessel. 
   Type B : Other documents (except Invoice) 
   Type C : Invoice

CR/CT online application

 

Introduction

The Association cooperate with Tradelink Electronic Commerce Limited (Tradelink) to establish the Electronic Data Interchange (EDI) Service Centres. The main purpose is to assist traders who are not yet ready to make use of the EDI service, submit their applications through CMA EDI Service Centres, where the paper applications can be converted to electronic format for submission to Government. Thus improving their operation efficiency and productivity. EDI Service Centres in a sense that provide services to business partners who can enjoy the benefits of electronic commerce no matter they are registered EDI users or not.

Import /Export Declaration currently provided by the Service Centres.

Service Centres' users provide the shipment details in relevant application forms, submit it with Tradelink TDEC Centre Service Charge $73.3  and government charge to the EDI Service Centres of the Association in three different locations.

 

Service Pledge of the EDI Service Centres

Provided that application is error-free and all supporting declarations have been received, an application will be forwarded electronically to the government department concerned on the same day of submission.

 

Import and Export Trade Declaration Service

The Government is committed to promote the wider use of EDI services in the business community, traders can only lodge import/export declarations by EDI.

In line to the above programme, our Service Centres have introduced the EDI Trade Declaration service since November 1998, to enable traders who are not EDI capable to use EDI services. The Service Centres are located at major industrial and business regions. In addition, traders can continue to lodge in their trade declarations in cash or by cheque.

Black Rainstorm Warning or Typhoon Signal No.8 Arrangement

The Association's CO & EDI Service Centres will be closed all day if the Black Rainstorm Warning or Typhoon Signal No. 8 or above is still hoisted at 1:00pm during office hour from Monday to Friday. The same situation applies if they are still hoisted at 9:00am on Saturday.
