施榮懷會長是在楊孫西永遠名譽會長的推薦下加入廠商會成為會董，初期並不算十分活躍，直到洪克協會長上任時，施會長當選成為副會長，才開始積極參與會務。施會長在出任副會長期間，亦同時擔任工展會主席。

施榮懷會長表示，在他擔任工展會主席期間，最重要的工作除了吸引更多市民和遊客入場外，還要幫助小型企業進行推廣，讓更多人認識他們的商品。為了令每位來到工展會的市民也能行得開心，買得開心，他推出不少新措施，提升市民的購物體驗。
他期望未來工展會在香港和其他地區能持續發展，並不斷注入新元素。
