The Hon Ng Wing Ka, Jimmy, SBS, BBS, JP: Serving the Industry with Professional Excellence, Advancing Hong Kong’s Development through Concrete Action

The Hon Ng Wing Ka, Jimmy, Member of the Legislative Council of the HKSAR representing the Industrial (Second) functional constituency, has long been actively engaged in the legal profession as well as the industrial and commercial sectors and public affairs. With his professional expertise and extensive experience in industry and professional organisations, he has developed deep insights into Hong Kong’s economic development, industrial upgrading and business environment. This close understanding of on-the-ground realities enables him to effectively articulate the needs and concerns of SMEs in public policy discussions.

As the Legislative Council representative of the CMA and a Hong Kong Deputy to the National People’s Congress, Jimmy has consistently advocated  from the perspective of the industrial and business communities. He is committed to facilitating Hong Kong's deeper integration into and stronger contribution to the overall national development, helping the city better serve national priorities.

• Pragmatic Policy Advice to Support Business Transformation

Jimmy has a very clear set of priorities, focusing on investment promotion, industrial innovation, SME support, the development of the Northern Metropolis (NM), and the construction of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone (the Co-operation Zone). True to the industrial sector’s down‑to‑earth spirit, he has little patience for empty slogans. In the legislature, he is known for  advancing practical views and workable policy proposals. A strong advocate of holistic investment promotion, Jimmy has urged the authorities to further enhance approval procedures and arrangements relating to land, taxation, and supporting facilities, so that companies are willing to come, stay, and grow in Hong Kong. Deeply concerned about the operating environment for local manufacturers and SMEs, he has also called on the Government to take a more proactive role in helping enterprises upgrade and transform amid innovation and technology development, new industrialisation, and digital transformation, ensuring that local SMEs are not left behind.

Jimmy is also a staunch supporter of new industrialisation and industrial upgrading. He believes that the city must foster emerging industries:

“Hong Kong cannot rely solely on traditional finance and real estate. We must integrate innovation and technology, advanced manufacturing, trade, and professional services to build a more resilient economic structure.”

To this end, he has put forward a range of proposals such as strengthening support under the BUD Fund, enhancing enterprises’ digital transformation capabilities, and deepening cooperation with cities across the Greater Bay Area. His goal is to help SMEs and manufacturers identify new development pathways for growth in the evolving economic landscape. He is not merely seeking short‑term economic stimulus, but is focused on the long‑term upgrading of Hong Kong’s industrial and economic structure.

• Aligning with the “15th Five‑Year Plan” and Advancing “AI+”

On strategies to  promote “AI+” and align with the “15th Five‑Year Plan”, Jimmy has made a series of forward‑looking proposals. He has called for the acceleration of AI education in Hong Kong to nurture talent, and for deeper integration of AI with new industrialisation so that technology can be fully applied to manufacturing, logistics, professional services, and other parts of the economy.

On dovetailing with the “15th Five‑Year Plan”, Jimmy has clearly stated that Hong Kong must actively embed itself in the country’s next wave of industrial deployment. In particular, he supports establishing a national‑level advanced manufacturing cooperation park in the NM, in partnership with other Greater Bay Area cities, and promoting cross‑boundary  flows of data, capital, and resources. This would allow Hong Kong to move from being purely an R&D hub to becoming a hub for industrialisation as well, truly fulfilling its roles as both a “super‑connector” and a “super value‑adder”.

He has also stressed that enhancing computing power is a task of paramount importance. He recommends designating “computing power infrastructure” as a priority project under Hong Kong’s five‑year planning framework, with a dedicated task force formed to plan future deployment and to make full use of the advantages of the NM and the Hong Kong Park of the Co-operation Zone in developing cross‑boundary computing collaboration.

Jimmy is also deeply concerned about employment and entrepreneurship opportunities for young people. He advocates strengthening collaboration among industry, academia, and research sectors, as well as vocational and professional training, to cultivate talent aligned with the needs of future industries.

• Focusing on Three Strategic Priorities to Open New Markets

Looking ahead, Jimmy will continue to concentrate his efforts on three major directions:

1. Deepening Hong Kong’s connectivity with both the Mainland and the world to strengthen investment promotion and international networks.
2. Accelerating the development of the NM and leveraging complementary strengths with Greater Bay Area cities to create new engines of economic growth.
3. Continuing to speak up for the business community and SMEs,  striving for more business‑friendly policies and a more stable market environment, so that enterprises can invest and develop with confidence.

Grounded in professionalism and guided by a results‑oriented ethos, Jimmy has long been committed to advancing Hong Kong’s economic and industrial development. Going forward, he will continue to draw on his deep understanding of public policy to connect with industry, drive reforms, expand markets, and open up broader development opportunities for Hong Kong in the new era.
